With out hearing it have you just changed the cam belt or if the cam belt is to tight it sound like a super charger fitted.
The easiest way to find out if it is the water pump is to remove the alternator belt start the car and see if the noise goes, don't run the car for very long as you have no water being pumped around.

Thanks for the reply, see if this video below works.
I thought it was the actual pulley as the noise was there before replacing my water pump and it's still there. The water pump is about a year old with maybe 30 miles on it as the car never gets used .
I could always replace the pump again if needed.
I thought it might have been the cambelt but then the sound did stop once I took the fan belt off so it must be water pump or alternator related.

Are there duff water pumps? as I think the VW originals are not available? Mines a 1.3.
