Intermediate shaft seal

Mine seems to be leaking, on looking looks like its come out of the flange. Is this possible. I've managed to push the bottom back in but is a real pig at the top.

If this has happened does it mean the seals knackered and I might as well get on a get the cam and sprocket off and get a new one in there. Or does it mean its just slipped out in which case I can keep trying to push it back without taking all the cam belt bits off.
