If you have a torque wrench that does low torques you should tighten them to 10Nm. Thats just a tiny bit more than hand tight.

I had this after i changed the rocker cover gasket, when i changed the gasket a friend gave me this blue stuff to put on both sides of the gasket which is ment to insure a perfectly tight fit, however when tightening the gasket the blue stuff was still wet and the gasket slipped out of place, did you put the gasket on dry?

the gasket can't be on properly, you'll have to take it off and check it. This the the annoying bit. If you've used a non geniue gasket they're normally rubbish and will leak unless you use a sealer to make sure its on right and stays still. The geniune VAG ones have changed (a few years ago to be honest) for around a fiver you now get a rubber style mk3 type gasket which comes complete with new studs to use insted of your current one, these are 100% better than the cork rubbish that is normally on old Golfs
