Weber 36 tlp choke cable

Hi all 

Quick one - is the choke cable supplied with the Weber 36 tlp supposed to actually lock in place? 

I've been using a peg for about 6 years now, and I'd rather not! 

But I can't see any way the cable itself would lock in place until the engine's warm, even if the picture on it makes it look like it should?
