Faulty 3/4?

Driving along yesterday and she started idling quite high, looked under the bonnet and nothing too weird. Loosened the throttle cable and it now idles at 250/300rpm! Anyway I looked at the 3/4 unit and its fully retracted…pops out a bit when i move the throttle though, any ideas why?
