Bulkhead Welding?

Hi -
Just discovered that the bracket holding the steering rack to the bulkhead on my Cabbie is begining to break away.
How easy is this to repair? Does the engine need to come out?

Appreciate that this is a old (1989) car but is the likley cause of this?
Seem to remember reading somewhere before that it could be down to fitting non-standard alloys. I have some mk2 le castlets fitted on my car.
