I have a new rubber gasket for the sump on my 83 GTI and I'm in process of buying a rubber gasket for the rocker cover - the one off the MkIII Golf i believe
Anyway - couple of questions:
1. Should I use sealant on the rubber rocker cover gasket?
2. What is the torque setting for tightening the rocker cover down with a rubber gasket?

You are using a one piece gasket and that requires you to remove the valve cover studs and replace them with non-shouldered studs as the new gasket doesn't use the shouldered studs that the cork gasket uses.
Going back you will tighten the valve cover nuts over the re-bar to 87 in/lbs. The victor-reinz gasket is far superior to most other one pieces as it is metal frame covered in rubber.

I just changed mine 2 days ago and what an easy job it was and the gasket was a perfect fit.
Just use 2 nuts tightened down on to each other to help remove the old studs, then same technique to refit the new unshouldered studs.
My old gasket was passing a small amount of oil so I had to clean the mating surfaces up along with the head but that was easy enough also took the time to clean and paint up the rocker cover.
Well worth it and doesn't take long
