Smarter Topic Notifications

Hi,

Due to donations to the site we have been able to get this functionality done quickly by ocPortal themselves.
In fact another member of the ocPortal community also contributed some cash to get the development done even quicker.

So I send out a huge thank you to the donators !!

Open your profile.
Click edit.
Click the notifications tab.

Scroll down to the bottom and check "Smart Topic Notification"

Click save
