Is it normal to clean and paint bits of your car that will never be seen?

can you tell me what you call this item in the below picture, (clip) the ones on my rear beam on mk1 GTI are missing so need to replace..

The hoop of steel is also available from them, although that part number isn't clear on vagcat.
