Batteries in most cars, have a 12V+ side and a Negative side.

The Negative side is always Ground on these critters or Earth as y'all call it.  

The major ground points on these critters is at the frame horn under the battery and CIS Diz.  It goes from there to a Double studded bolt on the transmisison or
a Bolt on the transmission it is to BOND the ENGINE that is insulated by hoses, and mounts from a direct attachment point to Ground (earth).

On old cables subjected to road spray, age, and use (VW used unshielded Cables) corrode nad reduce the currect flow.  I have seen 2 volt differences between the Engine Ground and Frame ground to the Negative Battery post.
It shoudl be the Same. hence my quick test to see if your cable is good or CA CA.

Bulbs are ratedin wattage, and MCD'sif LED.  There are different wattages available for both.

Does your left light have the same voltage and ground that the left one does?  have you tried swapping the bulbs to eliminate different wattages?

What do Divorces, Great Coffee, and Car Electrics all have in common?

They all start with GOOD Grounds.
