would like to try my hand at building my own,, can you advise 1:18 scale is that cm or feet?

just so I know that if I every finish it and I buy some tools/cars for it.. its not all the wrong size.

Doesn't matter, scale 1/18th of any measurement - feet, inches, mm, cm
