The proper way to settle it would be for someone to do before and after rolling road runs. Could do a 1/4 mile, but unless all other aspects are the same (fitted equipment, size of block, exhaust system, cams, wheel/tyre combination, etc) then someone will ALWAYS be able to say "yeah but its the weight (tyres) (cam) (exhaust)" etc etc - as illustrated above.

Of course, driver skill comes into it too, but this can be worked around by showing that the time is the best of a bunch of comparable times which are similar, instead of a 'lucky run'.

I've always made a point of asking or trying my best to find out the spec of the car running alongside me, if possible. I've run against several other 2.0 16V Mk1 Golfs now, and never lost.
