wipers come on as soon as you turn on the ignition

They stay at the same speed and won't turn off. Is this a quick fix? 

Check the connection between the steering wheel and the switch.

Could it be the relay?

pull the stalk plug off, see if that stops it. if not look at the wiring and relay. look for water damage

Unplugged the wires and nothing worked. I put the fuse back in and now is working right again so I'm guessing it's the fuse box. Thanks for the help
