Hello everyone . Does any one know if the inner headlining on a golf cabriolet 1989 can be removed/refit without removing the outer hood ???

No it can't be removed.

The bare frame from factory is built up in this order.
  1. headliner
  2. interliner
  3. top pad
  4. outer cover
aka roof, hood, top.

The headliner is hung on straps in the corner, riveted and glued at the front.
Glued to the intermediate rails.
Stapled across the rear bow.
Glued to the corner webbing straps & secured by screws and cup washers in the corners.
Then glued and pulled over spikes under the parcel shelf supports.

So it's roof off, padding out if you can separate  it from the interliner as it's glued in place.  Then interliner off.

There are 3 different size headliners all year dependent NOT a one size fits all as some sellers may claim.
