Anyone From California?

Hey peeps i recently moved to Los Angeles, CA. I've had numerous VW's in England clipper cabrio / mk4 2.0 8v / mk4 1.8T / Polo GT Coupe.. and i know with MOT's its pretty much if its on the car its tested. The first car i bought here is the one and only 83 Rabbit GTI! As I'm from England born and bred i want to give it that euro look and take off the bumpers and the skirting and chuck on the duckbill front splitter but I've been told there is a law in California where all cars must have bumpers. i have the plastic black ones on atm could get chrome but would rather none and go for a more rounder shape. Can anyone shed some light on this?

Nice place to move to, if I could I would move to Cali. 
If do a search on here for roadboss he should be able to help as he used to live in the San Diego area so could help with the rules there.

(p.s. weather is gorgeous, picked up my golf not a spot of rust which is a car enthusiasts dream. perfect place to live but still miss a lot about England, home is still home.)
