VW golf 1.8 GTi 1989 golf will not tick over at all

Hi im getting really stuck with my golf mk1 1.8 gti 1989

The car starts and I can rev it up but soon as I take my foot off of the accelerator it just stops and also using the accelerator I can get the car down to 1500 rpm but any lower it just chugs and stalls like the choke is sticking on.

any help im open to all suggestions
