Hi connor, firstly welcome to the site.  The best advice I can give you is to buy an older diesel MK1 to start with and see if you can get your hands on an old very cheap diesel MK2 down the line when you're sure that the MK1 is in perfect condition for an engine swap.  A modern TDI like a MK4 engine is a pretty big swap and involves an endless amount of fabricating and rebuilding and worst of all the wiring.  The cost would be pretty large.  I'm in the middle of an engine swap and just yesterday sold an R32 engine with the wiring and the wiring weighed about 5-6 stone and filled a huge box.  You can imagine having to decipher all that.
I think my next project might be a diesel MK1 as it would make a great daily driver.  I'd probably go for a MK2 engine as it's be the easiest to get cheap and handy to fit.
You could get a 1.3 driver you know.  They are pretty cheap and easy enough to run if it's a good well kept engine.
good luck with it and keep us informed with how you're getting on.

hello young . . . how are you :) perhaps you could buy a rolling shell of someone, and then do a engine transplant from a mk4 diesel? might work out cheaper for you matey

If you do an engine conversion you'll never make your money back on fuel savings, and also your insurance will be troublesome to obtain - loads of insurers will turn you away because its modified, and the ones that do accept modified cars will turn you away due to your age! So you're best sticking with a stock engine. Golf Diesels aren't exactly uneconomical either.
