Cabby Revving its tits off

Hello again dub dudes, i changed my carb tonight and finally got my car running again. However, now its really difficult to start and when it does it revs up to 2000 revs plus and stays their, their is also a weird electrical ticking noise from the engine which was there before but not as bad. Ive checked the throttle cable isnt too tight so know its nothing silly like that, any ideas? Its a 1.8 cabby with a pooberg carb.

sounds like 1 or both of the electrical valves round the back are playing up or somethign isnt quite right electrically
