Bike carbs stuttering at revs

Last night coming home my revs picked up on there own and wouldn't come down. As I stopped I blipped the throttle and it started to idle fine so put it away in the garage. As I started the car today and started driving as the revs build it feels like fuel is being starved and jolts allover the place. I took the carbs off and gave them a good spray down with cleaner but still the same. Any suggestions please???
