1.5 carb engine - what is this green thing meant to do!?

So, I recently bought a MK1 golf, first time owning a petrol car and a carb engine. Under the engine bay is this green thing bolted to the bulkhead. It has a single fuel line running from it. Which is apparently connected to nothing??
It goes to a three way split, which runs to a breather and another breather. It's entirely disconnected from the entire engine. What should it do and where should it be connected?

Where should it be connected to the carb? All the pipes on mine are already on use, I can't see where to connect this object.

Depends on the type of carb fitted. If original it is connected to a Pierberg1B3 carburettor. If an aftermarket Weber is fitted, I belive this item is disconnected and not used.
