Unplug it and see what stops working, or follow the wires see what they connect to or what colour loom wires they connect to?

usually this will be for the inner spots, if its had a retro fit spot lamp grille fitted in the past.  it may be for the starter motor, usually this mod is done on auto cars though not manual.

factory there are no relays for the radiator fan, but again who knows whats happened over the years ;)

chase the wires from it. you'll soon see

Not a factory radiator fan relay mount.
So I too suspect that it may be for the inner spots, modified starter relay, but the wiring colors are a little too black to tell.  

I suspect that you are going to have to trace the wires to where they are connected to know what the relay does.
