Fitting headlights

This may sound silly but how do you fit headlights on the mk1? Mine came with a new panel on the front and has no real holes to screw the lights in?
There are a few tiny little holes that I could use a self tapper to secure the lights in but I wanted to check if there was meant to be some spiral clip or something to be used to attach them. 
Can someone clarify this for me?

You're correct. Small self tapping screws are what's used.
The small holes are probably the pilot holes for them.
