Looks like its called "Pull Loop", often missing and replaced with something else more robust. See prev thread;

That's the badger! I shall make one in a "Blue Peter" style, where's some sticky backed plastic and a Fairy Liquid bottle…..

Remove the two metal ends.
Clean and wash it well.
I have a how to link in the archive section, You can use anything that is a loop of material, but I suggest that you lube the (oil) the bar a wee bit.
Seat Back Release Pull Replacement. | Volkswagen Owners Club Forum
The original was a vinyl loop that doesn't wear well and snaps…right when you need it to release., then you have to squirrel your self to release it from the inside, or bend your seat back to grab that blooody dang release bracket.

I think I have some somewhere
I've ordered one from Hong Kong with a 1cm width and 482mm perimeter size as a tester, then I will have some size parameters to play with.
I'm not in a rush as I have the tattered remains of a possibly original nylon loop in place, which is working (ish).

Unfortunately I fitted it, fitted the wind diffuser, raised the roof, then thought about pictures……Muppet!
