Webber Carb - Starting

Have a webber carb upgrade on my 1.1 Formel E .

Once warm the car runs fine but when cold and trying to start i have some trouble. You have to play with the accelerator pedal for several mins before the car will rev up correctly. I have done a surch and found a guy with a carb mk2 with the same problem and is called "carb icing".  But i cant seem to find any info on resolving the problem.

(The guy with the mk2 had a K&N bolt on air filter and was told to put standard air filter on with hot air pipe. I have the standard airbox on and have made a hot air pipe as dont have the stadard one but still no joy)

I have a webber on my 1.8 and i also have a K&N Panel filter, i thought I was getting icing at one point but it turned out to be another issue, I imagine a hot air pipe would fix it. is it just in the winter? Carb icing mainly happens when driving along in the cold weather. carb icing while idling isnt as common, you sure its that? is your manual choke working correctly and have you checked for fuel starvation due to crap getting in through the fuel filter and clogging up your carb?
