HELP!!! Manifold problems 1.3

I had an Ashley compertition manifold put on my 1.3 driver today an when I went to pick it up he exained that i had a little problem. The pipe that used to come down from the inlet manifold into the exhaust is still blowing. I thort that was only there to warm the inlet system up for cold morning starts and stuff. Basicly what I'm asking is can I weld it up? Or will thy cause damage. If not what can I do other than tap it into the exhaust manifold but I don't want to do that cause I'm putting bike carbs on soon which will use a differnt inlet manifold.

It's there to stop carb freezing- if as you say bike carbs are soon on the agenda then weld it up
