Ratchet noise from front wheel?

There's a clicking noise coming from drivers side front whee, so I jacked the car up. When I rotated the wheel it feels as if there's some resistance and it makes a ratchet sound. Its had new front suspension and wheel bearings but haven't done brakes yet.
 Any clues anyone?  :dontknow:
