polishing wheels

i have a set of p's with new tyres, they have been part polished back (the heavy bit so no chips or scratches) and left with 'swirls'. what can you do at home to make them smart and shiny looking?

also   how would i polish my cam cover at home?

sorry if its been asked before may as well do summat now its dark at 4 o'clock
