horn not working, no earth through coloumn

as above, where does it get its earth from? got live but no earth, thought usually the centre of the coloumn is earthed but this is not??

There is a tiny wire earth under the car/bottom of engine bay that links column/steering rack to body. Its usually corroded away under about 2 inch of muck.
