Cheapest option is 256mm Audi front calipers and late 16V Golf disks. Trouble is most of the Audi calipers won't fit. You need to find some from the old 'square' shape 80/90/100's, and they're getting thin on the ground now, and even then they're not all the right type for your golf. Cheap if you can find them in a scrappy, but I saw a pair go for ?215 on ebay just before christmas !  I did a 'how to spot the right calipers' reply on here in the past if you do a search. Other good mod is a larger servo and master cylinder, braided brake hoses are also worth it although the bigger calipers will give most effect.
Cheers,
Mark.
