Anyone Identify This Spring + Rear handbrake seized on

Wondered if anyone can help me with this…

Have had my car off the road to overhaul and I've a spring to reattach..my guess its something underneath the car but I cant find where! Its about 5 inches long.

A perhaps related problem is the the rear handbrake has just locked itself down and the off-side (right side) rear wheel is locked solid..

Anyone got any insights???

Thanks for any help.  :(
