7 x 13" Offsets

Hello all!

 I`ve decided to get rid of my 15" ers and go back to diddy 13" wheels. Now i`m after Supalite 13" x 7" , but i don`t know what offset i will need?
 I don`t want the rims sitting outside of the wheelarches, as it`ll attract too much attention off the constabulary so sitting flush would be best. Also would there be clearance issues with calipers etc….

 It`s had a 40mm drop
 Standard discs up front
 Rear disc conversion up back

 Also what would the best tyre size be to give it a little stretched look??

 I`m keen to hear all your opinions
