You might want to try Adrian Flux they might be able to help you along with Footman James but not sure if they will insure under 25's.

Unfortunately at 17 there is no such thing as cheap insurance, try a few of the insurers listed on the left, but chances are they wont quote you. you gotta be 25 to get a classic policy.
im under 25 and insured with tesco, if you have a clubcard you get loads of points and a few hundred £ discount too
