twin webbers on a 1.3 engine?

would the engine get too hot? and if it is how much bph would it put out on a 1.3 engine
and would i have to change anything else on the engine

on a friends mk2 ryder he got 100bhp from a 1.3 on twin 40 webers an an exhaust think he did quite abit of fiddling where he works on there rolling road tho getting the jets right an that
