if its purly to get the car low, set as low as you can with out tyre scrubbing etc then coil overs is the best way, but if its purly for some better handling but mainly for slightly less arch gap and a nice comfortable ride then shocks and springs.
coil overs can be found that are nice and smooth but is costs, and even then if they are nice and smooth and soft-ish then you wont eb able to go reaaaalllyy low as the suspesnion movement will be too much causing rubbing / bottoming out of the car,

Budget isnt really an issue. its handling im interested in. Want it useable and fun!
Go with a decent set of coilovers then. For example, Weitec. Decent shocks and springs are probably just as good but the coilovers will have the following advantages:
- A little harder, which is great for trackdays
- Can lower-raise to adjust ride height to your own preferred optimal, or eg for smoother tracks (trackdays, etc)
- Can corner-weight it (adjusting the exact weight of each corner) for the last 5% or so in accuracy/handling benefit.
I only say Weitec because I have them so can give a personal recommendation. I've been to Oulton Park a couple of times, its relatively smooth for a racetrack and its an absolute dream!

Also you need to consider the condition of all other components in the suspension too, such a top mounts and ball joints. If these are the original items or a good few years old they will have worn and effect the performance of the suspension.
I found the front upper strut brace particularly good for my cabby.
Projekt Frustration :
White 1991 Clipper. Lowered over polished zender rims, Single 40 dellorto on lynx manifold, kent cam, full stainless 'zorst / manifold, powerflex bushed and braced. Not the fastest car, but sounds super nice!
Still going after 12 years… never said it was a quick fix! Time is not my friend.

then and here the important bit get the suspensnion set up, camber -1.5deg or if you can get that due to wheel / struct contact then get the most you can and get the gtracking set to 0

I picked up a full Febi/Bilstien kit for a reasonable price, it includes both wishbones, bottom ball joints and all associated nuts, bolts and bushes.
Along with this I am fitting power flex bushes, uprated ARB and a lower stutbrace.
The only original parts I have retained on the front suspension are the hubs and carriers. I'm hoping for a decent handling car once finished.
