MOT failure... not sure
just taken my golf for its annual MOT… now it failed on handbrake and rear brakes which is fair enough ill get it sorted
but he also failed me on my horn. which does work once the car is running
… but he says its an MOT failure because it needs to work (with ignition on but not running)
now i dont think think this is right… can anyone shed any light on this please

92. The horn. Use only while your vehicle is moving and you need to warn other road users of your presence. Never sound your horn aggressively. You MUST NOT use your horn
- while stationary on the road
- when driving in a built up area between the hours of 11.30 pm and 7.00 am
except when another vehicle poses a danger.
The thing is we would normally have the engine running while doing all the lights, horn washers etc tests as it comes into the bay just prior to putting it on the co2 test.

He didn't say when the ignition is off… Most cars horns don't work when the ignition is off completely.
Ignition is on, but engine not running.

See attattached, go to sections 1.6, RFR's on right hand side ( right for refusal) no mention of testing with or without ignition on or off.

Not a tester so not 100%, but sounds wrong to me
