MOT failure... not sure

hey

just taken my golf for its annual MOT… now it failed on handbrake and rear brakes which is fair enough ill get it sorted

but he also failed me on my horn. which does work once the car is running
… but he says its an MOT failure because it needs to work (with ignition on but not running)

now i dont think think this is right… can anyone shed any light on this please

Afraid i cannot help but seems strange, i thought it used to actually be an offence to sound horn while stationary, so if the engine isnt running your probably not moving so have no need for a horn.

If yours only works with the engine running, then the wiring has been incorrectly altered from standard, however your questioning of the rules is interesting.

Any MOT testers about…?

Have a look at the wiring to see what has been altered, get that sorted which isn't likely to cost you anything anyway and your done, seems strange that its like that in the first place !

My 56 plate audi a4 s horn doesnt work when the ignition is off so I'd say confidantly that it's a load of rubbish mate

Does sound a bit strange about the horn, can't find any definitive info on it at the moment stating that it has to work all the time. I can check tomorrow with with the tester down my parents garage. For the highway code rules see below.

92. The horn. Use only while your vehicle is moving and you need to warn other road users of your presence. Never sound your horn aggressively. You MUST NOT use your horn

- while stationary on the road
- when driving in a built up area between the hours of 11.30 pm and 7.00 am

except when another vehicle poses a danger.

The thing is we would normally have the engine running while doing all the lights, horn washers etc tests as it comes into the bay just prior to putting it on the co2 test.

He didn't say when the ignition is off… Most cars horns don't work when the ignition is off completely.

Ignition is on, but engine not running.

My horn only works when the engine is running what's the difference as long as it works,

Not completely sure about ignition on/off, but obviously horn must work

See attattached, go to sections 1.6, RFR's on right hand side ( right for refusal) no mention of testing with or without ignition on or off.

Not a tester so not 100%, but sounds wrong to me
