Filler cap surround plastic? Where to buy?

Hi

Does anyone know where i can get a replacement bit of black plastic that goes around the filler neck, under where the cap is when it's closed?

Also, does anyone know the size screws i should buy to replace those at the top of the filler neck (connects the neck to the car's panel.)
