Bigger heavier cheap aftermarket alloy wheels usually cause this problem

There's 2 places I can think the bulkhead would normally fail or corrode, and both are quite repairable. The first, is around the clutch cable hole. You can buy a repair panel for this area; or repair it with a much simpler/cruder plate if needs be. The other place is the brackets holding the steering rack to the bulkhead. This is normally easy enough to repair by welding.

…especially cabbys
..I said it before Wooders says it
Owning a Mk1 cabby is a vertical learning curve…

i had the same bulkhead problem. i was told the main reason why this happens is if your clutch is on its way out, causing more tension on the bulkhead. ive had my rivage for about 1 1/2 year.
1st the clutch cable coming through the bulkhead was ripping itself to shreads scraping against metal. i could see the was a panel soo there were problems before i bought it.
i took it to a garage who put a newer better panel covering the bulkhead. it was ok for while until the cable was shreading itself again, i took the car to my mecahnic who works at home, he put a few washers by the bulkhead and put a thick plastic tube where the cable goes through the bulkhead to the clutch so no scraping with the cable n metal, and lubricating the tube inside.
hope this helps
i was going to get it welded for ?100
but my mechanic charged me ?20 and its fine, he says its safe and has been for many months, jus have to change the clutch to get rid of the tension
