confused with air pipe. can anyone help?

my internet is playing up and im struggling to get pictures up., now ive got a 1.8 gti. on top of the rocker cover theres a pipe that comes out of it, a pipe comes off to the left on the engine, now for some reason theres a bolt inside the air pipe, blocking off the air flow, surely this isnt right??

as you look into the bay from the front of the car, on the r/h of the rocker a pipe is sticking out facing the throttle with a return facing toward the oil cap? this normally has a rubber cap with a jubilee clip, so yes it should be blocked off.

not the red one, the one just before it?

its inside the red pipe, as it joins the pipe from the rocker, i use tinypic to upload my photos and the site is playing up.
