I think it's a cap which the valve springs sit on but not 100% sure..

I can have a look at my engine rebuild pictures and check later…

Yep I tend to agree with you.. I was really hoping it was not.. head rebuild..

Yes they sit on the head face then the valve stem seal sits on top then the spring for the valve sits on the the cap so you need to remove the valve to get to them, you will need a valve spring compressor to remove the valve collets.
I've just check my pictures of my head rebuild.

They live here, you can see them fitted in the second picture
