Timing belt replacement and engine setup help

Good morning all,

I know that there are a multitude of answers on this subject but trying to relate them to my issue is difficult.

In essence my 1.8 DX has been fully stripped and i am in the process of putting it back together. Engine is out on stand and gearbox off.

When stripped everything was removed and replaced with new so i want to make sure i have set everything  up right before i get it back in the bay.

From bottom up:

I have piston 1 at TDC and have checked this through the spark plug hole.

The intermediate shaft is rotated so that dizzy is pointed at firing cylinder 1.

The bit i am struggling with is the cam. As i took the cam off, it can be replaced at any rotation in theory. Even though i have line lined up with top of head, how do i know by looking at valves if this is in the correct rotation. Looking at it now, Cylinder 1 are both closd. Is this correct.

TO be honest, first time i have went this far alone and for obvious reasons want to make sure this is right before i go any further.

If it is out and its started what will happen???? obviously wont run but can it cause internal damage?

My timing marks for the cam shaft are on the inside of the cog/pulley?
There is marks on both sides of the cog as it's the same cog/part for the cam shaft and intermediate shaft.

Once the belt is on turn the engine over a couple of times to make sure it turns overs with out hitting anything inside.

When ready to start it for the 1st time after a rebuild remove the rotor arm and turn it over on the starter motor for a minute or so, this will help bring up the oil pressure and pump some oil around the engine before it starts.

Crank at 0 TDC by the finger of the tranny to the (0) stamp on the flywheel.

Diszzy in the middle of the hash on the side frame.

Cam has a dimple on the back that is even to the plane of the heads valve cover,,,The number one lobes are pointing up.
