So 2 phillips screws and make a new one, simple but how the hell do you get at it to start with?
Downpipe is in the way to get a screwdriver on square to the lower screw which looks to have already been attacked and the same issue with the top one due to the pipework on the firewall, pretty sure both are just going to round out.
If all this fails can I just use one of the steering rack bolts and make a new earth to somewhere on the body more accessible

You have to get to it from the bottom of the car, and a Short Phillips number 2 is really needed.
It attaches to the Steering shaft Gear box.
The issue is that You have to ground the center of the shaft and that is about the only way to do it.
You could possibly, scrape the paint of the shaft above the u-joint then using a spring wrapped around the shaft with a wire off the spring going to earth.

Its from underneath I've been trying to do it though and there is just no space at all with the downpipes in place
