second would be the load reduction relay as all the above are tied into it….
Horn only works with key in and switched on….
That is why I suspect the ignition switch first.
What do Divorces, Great Coffee, and Car Electrics all have in common?

Great write up of the "X" circuit or load reduction system.
The "X" Circuit from the Ignition Switch. | VW Vortex - Volkswagen Forum
I would say that water migration in the relay could be the cause…..

A heavy duty relay for fog lights used at the addition of rug lights on the bumper as long as it too is 40A and usually available at your Auto Parts Store should work as well.

But after googling to confirm I seem to have found two different ways of wiring it up.
So I'm going to keep quiet and see what the Master of the Power has to say.

the 'classic' way to wire a bosch type relay is like so:
30 - main power input
85 - earth trigger
86 - live trigger
87 - main power output
but 30 and 87 can be wired either way round, as can 85 and 86. indeed you can see them wired both ways in VWs, but the 1st example is the way it is 90% of the time
Anyway, the x-relay for the ceramic fusebox is the same as an aftermarket 4 terminal relay, VW equivalent is the classic '53', replacements from newer VW are 204, 373, 643 and 645. Part numbers are 431951253H, 141951253B, 8D0951253A, 8K0951253, and 4H0951253A.
The dealer will sell you one for 16.24+VAT, or just go on a scrappy hunt
