I thought the thing on the front of the engine block with the 2 fuel lines going to it from the meter head was called the warm up regulator or WUR for short?
Does looks like this?

Get the car nice and warm (best to go for a little drive) screw in idle screw 7mm spanner needed and blip the throttle and wait for it to settle then readjust and blip the throttle again.
These cars are fitted with an anti stall device so if the revs keep going up and down during tickover it means the anti stall is keeping the car going and you need to increase the idle speed.
Set idle to 950 - 1000 rpm, I find mine's smoother at 1000 rpm.
May be worth checking the condition of the o ring on the idle screw as these do get hard and squashed then let in extra air.
Idle screw is here, just behind the accelerator cable fixing.
My old o ring fitted to the idle screw and new one next to it.
New one fitted with old one which broke when I removed.

When I finally got around it removed and cleaned out my throttle body I then replaced the O ring as it was only a few pence.
Try screwing it in first as this does not cost any thing to do then see what happens and report back then we can help /advice on where to look next.
