Cabby running funny....

87' Cabby on a weber carb has started to run a bit lumpy and is very sluggish coming down the revs when you put your foot on the clutch about 75% of the time.

In my opinion its running a bit rich and fast but local (trusted) garage took it for a day to give it a once over and is apparently running well. Sods law, anytime I've gone in to see them the car has been behaving itself.

Car was serviced (plugs, oil, filters) about 5 months ago. Any advice to help would be great!

What else was changed with the service and any work carried out?

How old is the Webber and has it started doing this when Webber fitted?

Any holes in fuel filler neck?
What's the inside of the fuel tank like?
Any other mods like air box replaced for K&N air filter?
Hot air feed to carb working?
What is the idle speed and why do you think it's running rich, what is the CO mixture reading, the garage may of told you this or printed it out as they should have the equipment to test the CO.

What else was changed with the service and any work carried out? nothing bar oil pressure switch as this was leaking slightly
How old is the Webber and has it started doing this when Webber fitted? not sure on age, had the car for 6 years and weber was fitted before that
Any holes in fuel filler neck? not as far as i am aware, no fuel leaks
What's the inside of the fuel tank like? again,  not sure but probably not great

Hot air feed to carb working? Honestly, don't know, how would i check?

In terms of the richness, can smell it also black soot out of exhaust on start up. Not sure of the CO, never got given a reading
