Hi there ive got a problem with a white creamy substance under the oil filler cap, now i know what you gonna say its the head gasket!!!! Its not because i dont get this trouble in the warmer months its only during winter and also i am not losing any water. So my question is::::: Is it due to condensation build up????

Yep by the sounds is it condensation causing it.

I believe it will make it worse if you only do short journeys where the engine doesn't get chance to heat up. Im sure someone will correct me if im wrong but thats what i seem to believe lol.
