can a campaign be registered in dec 1984?

There's no reason why not - it would be very unusual for a car to have stayed unregistered for that long, but there wouldn't be any legal or technical reason why not.

Are you being offered a B reg Mk1? Got any pics?

it is A reg with ew chassis and all the campaign bits
but rac check says dec 84

The RAC check often says December of the year of registration. Not sure why, but you can ignore this.
You can be sure that it was registered sometime in '84, though - otherwise the check would report Dec '83.
