Can't be 100% sure from the photo's, but I don't think so - the fogs have much more pronounced ridges in the glass, so much so, that it's quite hard to look in at the reflector behind.

These look like the Hella "driving lights" which  were a dealer option at the time, and were still available from VW dealers in the late 90's at least, if not today. They should be wired to the high-beam headlight circuit for night driving on unlit roads, rather than to the front foglight circuit.

As far as I can see (but I'm open to correction!), there are three types of inner lights for the Mk1:

Fog Lights, came on Campaigns and GX models, no sticker (or flat, square place for one on the centre of the glass surface), heavy vertical ridges for correct light disribution in foggy conditions. Fairly rare.

Dealer-fitted OEM Hella lights, fitted to any Golf by the dealer at time of purchase (and also by VW in the factory?) No sticker, or place for one (just two vertical "bumps", to protect any possible sticker), and light vertical ridges for use as driving lights (high-beam). Less rare.

Aftermarket Hella lights, with blue sticker, (or the flat, square place for it, if lost/peeled off by the owner). Sold in VAG Dealers, and independent motor factors all through the eighties and nineties, fitted by the buyer, or the retailer, sometimes very badly (Skotch-loks!). Relatively common (not rare).

The ones in the pics above look like the OEM Hella Driving lights.
