Filler neck is where you pour the petrol in.  Runs from the rear quarter down to the tank.  Need to remove the inner arch to gain access.
Fuel pump is located just in front of the rear O/S wheel and is easily accessable with the wheel off and car jacked up.  Its in a cradle which depending if its ever been changed is sometimes hard to release.
Get yourself a Haynes manual (brown cover) and that will give you step by step details of how to change the various parts if need be.
If you think rust particles are getting in the system check the filler neck with a torch then have a look in the top of the tank.  Have a look here

Shouldn't need to remove inner arch to gain access to filler neck. The plastic inner arch part covers the tank breather hose set up.

I have had some trouble in this department with my gti cab, there may also be a small pump in the tank  there was in mine and this is where my trouble lay, but this pump was not included in my haynes manual and its quite a bit more to buy than the pump under the car i hope its not this pump giving the problem in your case as its not as easy to replace. as the pump under the rear drivers side. best of luck.

Dont ask what your club can do for you, but what can you do for your club?

That sounds like the lift pump fitted to some cabs, this wasn't fitted to mk1 GTI's.
