High Rev Count?

Morning Guys,

1st Time posting in the Forums so Excuse any mistakes or posting in the wrong section!

My Dad has had a VW Golf Clipper Cabriolet (gti) sat on the drive for a while.
I decided that rather than let it collect dust I would get it up and running as my second car.

After fitting it with new breaks and tyres and giving it a good clean it is finally on the road!
The only problem I am having at the moment is that the rev count is quite high!
When I turn it on it hangs in at 30 on the clock.

Surely this is not right?
I'm Pretty sure it is going to be consuming more fuel.

I think it may be the Accelerator cable, I have not touched this just yet.
After a while on the Road it starts to die down to 20 then finally to 15 on the clock.

Which makes me wonder if it is something else?
When I finally turn off the engine an episode of coughs and splutters come from the engine which I am presuming is because fuel is still trying to be put into the engine.

Can anyone offer some suggestions? What could this be?

idle is way too high, try winding in the idle screw on the back of the throttle body a little. check the whole engine over for air leaks and split vac hoses etc as well, and make sure the throttle is fully returning to the stoop when you let go of the accelerator pedal
