What is a load reduction relay, never heard of them?

The fuel level sender wiring and the fuel pump wiring run in a similar place but the circuits should be completely independent, it sounds like someone has muddled it up. Have a look at the wiring diagram, check wire colours and connections etc

Pull the fuel pump relay and jump the relay's panel contacts:

Jump terminals 30 and 87.  If the pumps run, the wiring to and from the pumps is fine.

Jump terminals 15 and 87 and turn the ignition key to "on" (not "start").  If the pumps run, the ignition wiring is good.

Connect terminal 31 to ground and check for continuity.  If there is continuity, the ground connections are good.

If all of the above tests are passed, that leaves the ignition coil feed to check (consult your repair manual for instructions).

Otherwise known as the X relay, or cut-out relay; it's official, proper name is the load reduction relay.  It's job is to cut power to the head lights, air conditioning, etc. during start-up so that the starter can have as much power as possible.
